Enrollment

Meetings will be held throughout the County on an ongoing basis. These meetings will provide information about the benefits of participation in the Program, the features of the Program, investment options and ING services. You will also be able to complete enrollment materials. Local representatives are also available for one-on-one meetings if you have specific questions that you would like answered in a more comfortable setting.

The Program consists of a voluntary 457(b) Plan and a supplemental retirement plan for the investment of employer matching contributions. Employees who make the minimum contribution of $10 per pay period to the 457(b) Plan, are eligible to receive a County matching contribution to the 401(a) Plan equal to 100% of their contribution to the 457(b) Plan up to a maximum of 2.50% of their base pay per biweekly pay period.

Who Should Join the 457(b) Plan?

The 457(b) Plan is designed to supplement retirement income. It is not an ordinary savings account that allows withdrawals at any time. Once you join the Plan, there are restrictions on when you can withdraw your account balance. Therefore, before deciding whether to join the Plan, you should consider the following questions.

  • Would I like to pay less income tax in the current year?
  • Do I want to increase my retirement income?
  • Do I have adequate savings for emergencies?
  • Do I have adequate savings for other financial goals (e.g., purchase of a home)?
  • Am I current with my bills and credit cards?
  • Can I afford to reduce my take home pay?
  • Who is Eligible to Participate in the Program?

    All County employees who have attained age 18 and who fall within the following classifications are eligible:

  • Regular full-time employees scheduled for 80 hours or greater per pay period;
  • Part-time benefits eligible employees who are in position of .50 full-time equivalent or greater; and
  • Elected officials and appointees of the County.
  • Independent contractors and leased employees are not eligible.

    How do I Enroll in the 457(b) Plan?

    Any eligible employee may elect to participate in the 457(b) Plan by electing to defer an amount or percentage of future base pay. You must agree to defer a minimum of $10 per pay period in order to participate.

    To complete the enrollment process, you meet with a local representative, and complete two forms:

    1) a Participation Agreement that specifies the amount or percentage that you want to defer to the Plan each pay period; and

    2) an Enrollment Form that specifies your investment choices with ING and on which you designate the beneficiary(ies) who is to receive benefit payments upon your death.

    You can choose to complete these forms on your own or meet with a local representative who can assist you in the enrollment process. The completed forms will be processed by the Overland Park Office and sent to the County.

    Please note that based on the terms of the 457(b) Plan and IRS rules, compensation will be deferred for any calendar month only if a Participation Agreement providing for such deferral has been entered into prior to the end of the preceding month.

    Participation in the 401(a) Supplemental Retirement Plan

    County employees who contribute a minimum of $10 per pay period under the 457(b) Plan are entitled to an employer matching contribution to the 401(a) Supplemental Retirement Plan. The matching contribution is discretionary and can vary from year to year. It is based on the amount you contribute to the 457(b) Plan. For 2007, it will equal 100% of your contribution to the 457(b) Plan up to a maximum of 3% of your base pay per biweekly pay period.

    When you enroll in the 457(b) Plan, the Enrollment Form will contain a section for you to complete to make your investment choices for the employer contributions to the 401(a) Supplemental Retirement Plan. It will also contain a section for you to designate a beneficiary for benefits under the Program.
