About Your Investments – Investment Options
You can choose from a menu of investment options that cover the potential risk/reward spectrum allowing you to select from conservative choices, moderate growth and income funds, or aggressive growth opportunities in both U.S. and international markets. Remember, international investing involves special risks such as currency fluctuation, lower liquidity, political and economic uncertainties, and differences in accounting standards.
The chart below shows the investment options available under the Plan. By clicking on the fund names listed, you can view one-page fact sheets for each option. Fund expenses are also included. The 3 or 4-digit fund code included in the third column of this chart is required for you to access your account on-line or via the VRU (800 number).

Fund Performance is available by selecting the fund performance tab from the side bar menu under the About Your Investments section of this Web site. In addition, fund performance summaries will be included with your quarterly statements and can be obtained from the Customer Service Center.
Expenses
There is an annual administrative fee of 0.20% for the Vanguard family of funds, the Franklin Small Cap Value Securities fund and there is an annual administrative fee of 0.30% for the Fidelity Freedom funds under the Program.
Investment management expenses apply to each of the variable investment options and to the Stable Value Option. The interest rate quoted on the Stable Value Option is the actual interest rate credited after deduction of the 1.00% expense. Please refer to the fund one-page fact sheets (by clicking on the fund name above) for the expenses applicable to each option.

Transfer Rules
Unlimited transfers, (subject to ING’s Excessive Trading Policy), are allowed among all investment options with the exception of the Stable Value Option and the Self-Directed Brokerage Account (SDBA).
The product includes a limiting provision, called an “equity wash,” that applies to transfers between the Stable Value Option and the SDBA. These two options are considered to be competing investment options.
When this provision applies:
Direct transfers between these two options are not allowed; and
Once a transfer involving any of these two options occurs, there is a 90-day waiting period before another transfer involving either of these two investment options is permitted.
You can transfer from either one of these investment options directly into other investment options offered under the Plan.
Amounts must be transferred in whole percentages. There are no fees or charges for investment option transfers.

Self-Directed Brokerage Account (SDBA)
For those participants desiring more choice beyond the choices in the core program, the West Virginia Retirement Plus Deferred Compensation Plan includes a SDBA, offered through TD AMERITRADE, Inc..
TD Ameritrade provides an expanded choice of investments for your retirement plan. You have access to an even wider range of mutual funds across the potential risk and reward spectrum, ranging from aggressive funds to conservative funds, to help further diversify your portfolio. Whether your objective is long-term growth of capital or stability of principal, there is an option to help meet your need, including:
More than 12,500* mutual funds from some of the most well-known and respected mutual funds companies.
More than 1,100* No Transaction Fee (NTF) mutual funds - (No Transaction Fee (NTF) mutual funds are no-load mutual funds for which TD AMERITRADE does not charge a transaction fee. NTF funds have other fees and expenses that apply to a continued investment in the fund and are described in the prospectus. Funds held 90 days or less may be subject to a Short-Term Redemption Fee. This fee is in addition to any applicable transaction fees or fees addressed in the fund's prospectus.)

This option is designed for the experienced investor who wants to independently and actively manage an even greater choice of investment options and is willing to pay additional fees and accept full responsibility for researching, selecting, monitoring and managing their investments. An annual $50 fee is charged for participants who select the SDBA.

Special transfer rules apply to the SDBA that include:
Transfers from the core options under the Plan to the mutual fund window are limited to once every 90 days.
The minimum transfer amount into the mutual fund window is $2,500.
A maximum of 50% of a participant’s account balance can be invested in the mutual fund window.
